SAPS is unit of measurement used by the Hardware vendors. This is used to calculate the hardware required for the system landscape.

There is no tcode for this and there is nothing related to SAPS in SAP software.

SAPS calculation depends on the benchmark for a OLTP system.
It also depends on the initial QuickSizer you have done and later the System response times for Business critical Tcodes.
You can arrive at SAPS per CPU at Implementation of the Project, later you will have to access it.

The SAP Application Performance Standard (SAPS) is a hardware-independent unit that describes the performance of a system configuration in the SAP environment.
SAP standard application workbench which is used to measure CPU . Like a standard CPU of 1.6 ghz produces 800 to 1000 SAPS.
